I am trying to install a KMS server in my environment. I have tried to follow the steps you mentioned.
1.logged on to DC and ran slmgr /ipk xx-xx-xx-xx
xx-xx-x= our windows 2008 KMS key
2. ran slmgr /ato
get an error message: On a computer running
Microsoft Winodws non-core edition, run ‘slui.exe 0x2a 0x80072EE7’ to display the error txt.
3. The server I am using to install KMS server is not activated. It used to be active
4. I ran slmgr /ato on other windows 2008 r2 server and the error:
0xC004F074 The software Licensing Service reported that the computer could not be activated. The KMS is unavailable

Windows activation errors are quite well documented from my experience on the internet. A search on the error message should hopefully find you the solution.
